She also has a good knowledge of Canada\u2019s public sector procurement process, having served as the lead developer of one of the first automated procurement systems used within the Government of Canada. Rebecca is also a Senior Procurement and Fairness Advisor, providing fairness and procurement advice to our clients at all levels of the public sector. She is involved in the planning, development and execution of RFP processes for our clients. His academic background is complemented by an internship at the Black Sea Trade and Development Bank in Thessaloniki, Greece, working directly with the head counsel of the bank on key legal matters, gaining valuable legal and international banking experience.<\/p>\n<p>Outside of work, Adam is passionate about golfing, cooking, and traveling. As an <strong>RFP<\/strong><em>Advisor<\/em> he provides expert procurement advisory services for many public sector organizations, providing advice on all other aspects of public sector procurement, for all levels of personnel. Joe has developed and implemented improved Purchasing Bylaws, processes, workflows, Tenders, Request for Proposal, Request for Quotation, Single and Sole Source solicitation documents and procedures. He has served in the capacity of a Board Director as the Director Industry Relations and the Director of Member Relations for the Ontario Public Buyers Association. He has been certified as a CPPO and CPPB from the <a href=\"http:\/\/www.nigp.org\/eweb\/StartPage.aspx\" target=\"_blank\" rel=\"noopener noreferrer\">National Institute of Governmental Purchasing<\/a> and has an Honours Diploma in Marketing Management, a Diploma in Business Administration, and a Certificate in Purchasing. David was a leading specialist in the field of Canadian public sector procurement, and was very active within the public sector procurement community. During his career, David had written numerous <a style=\"color: #c8102e;\" href=\"http:\/\/www.rfpsolutions.ca\/rfpportal\/articles-article\/\" target=\"_blank\" rel=\"noopener noreferrer\">articles<\/a> within a range of professional journals on the subject of public sector procurement, including:<\/p>\n<ul>\n<li>Parliament Reviews Competition in the Award of Federal Contracts<\/li>\n<li>Public Perceptions Influence Procurement Decisions in Canada\u2019s Red Chamber<\/li>\n<li>Implementing the Procurement Strategy for Aboriginal Business<\/li>\n<li>The Internet\u2019s Impact on Procurement<\/li>\n<\/ul>\n<p>David had served as an advisor on procurement issues to over 30 public sector organizations. David held a Bachelor\u2019s degree with Honours from <a style=\"color: #c8102e;\" href=\"http:\/\/www.queensu.ca\/\" target=\"_blank\" rel=\"noopener noreferrer\">Queen\u2019s University<\/a> in Kingston, in both Political Science and Economics. He was also a graduate of the Systems Analysis program at Algonquin College in Ottawa. From 2000 \u2013 2010, David had been actively involved in the development of the Government of Canada\u2019s <a style=\"color: #c8102e;\" href=\"http:\/\/www.tpsgc-pwgsc.gc.ca\/ongc-cgsb\/certification\/index-eng.html\" target=\"_blank\" rel=\"noopener noreferrer\">Professional Development and Certification Program<\/a> (Procurement), and from 2005 \u2013 2010 he had served as an Instructor for the Program\u2019s \u201cStatement of Work\u201d &amp; \u201cRFP Bid Evaluation\u201d courses. Over the course of his distinguished career, David Swift accumulated over two decades of Procurement Advisory experience, providing Statement of Work and Evaluation Criteria document development services for Professional Services and Goods Contracts within the public sector.
