Prior to establishing a contract, a Request-for-Proposal (RFP) document is developed by government agencies to solicit competitive proposals from potential bidders. Government agencies (and others) use an RFP when it is necessary to evaluate bidders on the basis of their qualifications, proposed work approach and price, not just the lowest-cost.

2009 - NRC - Alternative Service Delivery collaborator for Information Delivery RFP

The National Research Council – Canada Institute for Scientific and Technical Information (NRC-CISTI) was selected in May of 2009 through the Government of Canada wide Strategic Review process for transformation.  It was decided that NRC would seek to collaborate on the delivery of Information Delivery services from its National Collection.  In the Strategic Review announcement in February 2009, it was noted that the Government is looking at reducing or transferring activities that can be carried out by or with the private sector.
