As RFPSOLUTIONS’ Managing Director, from our office in Ottawa, Ontario, Canada, Cathryn is responsible for the corporate business strategy as well as management of the operations and communications for the firm. Cathryn advises public sector organizations at all levels of government (Municipal, Provincial, Federal and broader public sector) on procurement policies and operations. With over 18 years of experience in public sector procurement, she provides strategic and transactional advice and assistance to public sector clients in the planning, development and execution of complex strategies, fairness advisory and risk assessments, RFx requirements, organizational asset management and procurement requirements and the design, development and implementation of qualitative and quantitative research strategies, information management and evaluation methodologies and document standards. Cathryn is our resident cat expert & animal lover!

Chrissanthi Pahinis is Director of Administration with RFPSOLUTIONS INC., and is responsible for the corporate management and administrative affairs of the organization including invoicing and finances. She also has a good knowledge of Canada’s public sector procurement process, having served as the lead developer of one of the first automated procurement systems used within the Government of Canada. In her free time, Chrissanthi loves to be out riding her motorcycle!

Rebecca is RFPSolutions’ Manager, Learning & Development – Procurement & Fairness, developing new procurement training strategies for clients and staff. Rebecca is also a Senior Procurement and Fairness Advisor, providing fairness and procurement advice to our clients at all levels of the public sector. She is involved in the planning, development and execution of RFP processes for our clients. Before joining RFPSolutions, Rebecca worked as a Procurement Specialist within the federal government, focusing on major projects and supply methods. While at PSPC, she was part of the team responsible for the Informatics Professional Services Methods of Supply (TBIPS & SBIPS) and acted as the SBIPS Supply Arrangement Authority. She has been active in writing and administrative activities for over 20 years. Rebecca loves spending time with her family and pursuing academic and creative projects.

As RFPSolutions’ Office Administrative Assistant, Angelica is responsible for supporting the RFPSolutions’ Team and ensuring smooth and efficient operations within the organization. Before joining RFPSolutions, Angelica worked as a Human Resources/Recruiting Specialist, Restaurant Manager, and Executive Assistant. For the past ten years, she has provided support to executives and teams. She holds a Business Administration degree with a major in Finance and a postgraduate certificate in International Business Management. Angelica spends her time outside of work with her loved ones, listening to music, singing, dancing and has developed her amazing cooking skills.

As Procurement Research Analyst, Camila is responsible for supporting our clients in defining and developing RFPs and other solicitation documents. She’ll be there every step of the way, from supporting during the solicitation process to assisting with evaluations and various procurement project activities. She recently completed a program in Business Administration with a Major in Supply Chain, bringing a fresh perspective to our team. Camila brings significant experience in client service, including 2 terms within the Government of Canada as an IT/Business Support Analyst. Outside of work, she enjoys spending time with her friends and family.

In his role as a Procurement Research Analyst, Adam assists clients with defining and developing RFPs and other solicitation documents. He provides comprehensive support throughout the solicitation process, from the development to the evaluation of various procurement activities.
Adam recently earned his Bachelor of Arts in Law from Carleton University. His academic background is complemented by an internship at the Black Sea Trade and Development Bank in Thessaloniki, Greece, working directly with the head counsel of the bank on key legal matters, gaining valuable legal and international banking experience.
Outside of work, Adam is passionate about golfing, cooking, and traveling. He also enjoys spending quality time with his family and friends.

Bob joined the team at RFPSOLUTIONS as a Senior Procurement Advisor in charge of Business Development, after his retirement from over 36 years in the Federal Public Service. As a member of the RFPAdvisor ® team, Bob advises federal departments and agencies on the proper application of public sector procurement policy and the trade agreements in relation to specific RFPs. As an RFPAdvisor he has provided expert procurement advisory services for many Departments, Agencies, Crown Corporations and professional development associations, providing advice on all other aspects of public sector procurement, for all levels of personnel. Bob can often be found travelling the globe and exploring the sights!

Joe joined the team at RFPSOLUTIONS as a Senior Procurement Advisor in support of Procurement and Business Development, with a specialization in OPS and BPS Procurement. As a member of the RFPAdvisor ® team, Joe advises public sector organizations on the proper application of public sector procurement policy and the trade agreements in relation to specific procurement requirements as well as broad aspects of procurement. As an RFPAdvisor he provides expert procurement advisory services for many public sector organizations, providing advice on all other aspects of public sector procurement, for all levels of personnel. Joe has developed and implemented improved Purchasing Bylaws, processes, workflows, Tenders, Request for Proposal, Request for Quotation, Single and Sole Source solicitation documents and procedures. He has served in the capacity of a Board Director as the Director Industry Relations and the Director of Member Relations for the Ontario Public Buyers Association. He has been certified as a CPPO and CPPB from the National Institute of Governmental Purchasing and has an Honours Diploma in Marketing Management, a Diploma in Business Administration, and a Certificate in Purchasing. Joe enjoys the opera, is an avid cyclist, and spends as much time as he can playing with his grandson.
It is with our deepest thanks and sincerest appreciation that the RFP Solutions Team congratulates Steve on his retirement from the position of Managing Director.
We are grateful for Steve’s leadership and vision over the last 12 years, where he brought to bear his integrity and a wealth of experience, along with a welcome dose of humour. As Steve always says, “we take our work seriously, but don’t take ourselves too seriously.”
We wish you well Steve as you embark on this exciting new chapter of retirement, managed in part by grandkids and Buddy the dog!

David Swift founded RFPSOLUTIONS INC. in 1993 and served as the firm’s Managing Director for over eighteen years, until his passing in early January 2010. He was also a long-time member of the Canadian Institute for Procurement and Materiel Management (CIPMM) Board of Directors, a former member of the Editorial Advisory Board for SUMMIT magazine, a member of the Algonquin College e-Business Supply Chain Management Advisory Committee, author of the “Procurement Page” in Canadian Government Executive magazine, a recipient of the Ottawa Business Journal’s Top 40 Under 40 award, and a contributor to the Prime Minister’s Advisory Council on Science and Technology (Procurement). David was a leading specialist in the field of Canadian public sector procurement, and was very active within the public sector procurement community. During his career, David had written numerous articles within a range of professional journals on the subject of public sector procurement, including:
- Parliament Reviews Competition in the Award of Federal Contracts
- Public Perceptions Influence Procurement Decisions in Canada’s Red Chamber
- Implementing the Procurement Strategy for Aboriginal Business
- The Internet’s Impact on Procurement
David had served as an advisor on procurement issues to over 30 public sector organizations. David held a Bachelor’s degree with Honours from Queen’s University in Kingston, in both Political Science and Economics. He was also a graduate of the Systems Analysis program at Algonquin College in Ottawa. From 2000 – 2010, David had been actively involved in the development of the Government of Canada’s Professional Development and Certification Program (Procurement), and from 2005 – 2010 he had served as an Instructor for the Program’s “Statement of Work” & “RFP Bid Evaluation” courses. Over the course of his distinguished career, David Swift accumulated over two decades of Procurement Advisory experience, providing Statement of Work and Evaluation Criteria document development services for Professional Services and Goods Contracts within the public sector. It is through David’s extensive legacy that RFPSOLUTIONS has contributed to well over 1100 individual projects on behalf of roughly 100 public sector organizations, positioning the firm on the leading edge of federal government procurement, with the ability to draw on past and current experience, taking into account a government-wide view of procurement.
