RFP Requirements Definition, Plan & Schedule |
|
|
The RFP Requirements Definition, Plan & Schedule deliverable consists of a Requirements Definition Workshop, questionnaire completion and review with the RFP stakeholders, data and document gathering, and any other analysis necessary to accurately define the RFP requirement. Following the gathering and analysis of RFP requirements, an RFP Plan & Schedule document is developed consisting of the following sub-sections: (a) A summary of the questionnaire answers/positions (b) An analysis of any outstanding or significant decisions; (c) An RFP compliance checklist indicating the associated procurement policy compliance; and (d) A schedule and work plan indicating each milestone/task associated with the RFP development process. |

Deliverable 2:
|
RFP Statement of Work (SOW) |
|
|
The RFP Statement of Work (SOW) is a detailed written description of the work required within the resulting contract, and stipulates the deliverables or services required from the contractor to fulfill the contract. Incorporated as a stand-alone component or appendix within a completed RFP document, the SOW defines the tasks to be accomplished or services to be delivered in clear, concise and meaningful terms. The SOW is very important, as it becomes incorporated into the resulting contract at the conclusion of the RFP process, where each of its sections will be interpreted as binding and enforceable provisions. A well developed and complete SOW is essential to the management of a good contract and the avoidance/resolution of contract disputes. Deliverable 3:

RFP Evaluation Criteria & Basis of Selection |
|
|
Within an RFP, contract requirements that are not specifically prescribed by government within the SOW are to be proposed by the bidders, thus requiring both evaluation criteria to differentiate the bidders’ proposals, along with the means to select the winning bid. Incorporated as a stand-alone component or appendix within a completed RFP document, the RFP Evaluation Criteria & Basis of Selection component prescribes both the mandatory and/or point-rated technical criteria that will be used meaningfully differentiate the strengths and weaknesses of bidders’ technical proposals, together with the overall technical + price formula that will be used to select the winning proposal(s). |

Deliverable 4:

RFP Financial Evaluation & Basis of Payment (BOP) |
|
|
Incorporated as a stand-alone component or appendix within a completed RFP document, and sometimes referred to in an RFP as the “Financial Proposal”, the RFP Financial Evaluation & Basis of Payment (BOP) component prescribes the precise method in which bidders are to quote their proposed price(s) and the pricing basis upon which the contractor(s) will be paid for its deliverables during the contract. The RFP Financial Evaluation & BOP is very important as it becomes incorporated into the resulting contract at the conclusion of the RFP process, where each of the line items prices in the winning bidder’s proposal will be interpreted as binding and enforceable provisions. |

Deliverable 5:
|
RFP Technical Evaluation Handbook & Scoring Grid |
|
|
This deliverable consists of a written RFP Technical Evaluation Handbook & Scoring Grid document used by the government’s Technical Bid Evaluation Committee members to record the comments and scores given to each proposal considered. Government bid evaluation committees need to be aware of their responsibilities and constraints, and to thoroughly, accurately and consistently document the results of the bid evaluation process, including the need to make and retain detailed written notes indicating the scores given to each received proposal, together with the rationale for both awarding and withholding points. |

Deliverable 6:
|
RFP Review Committee Submission |
|
|
This deliverable consists of a comprehensive RFP Review Committee Submission document, consistent with the format and content expected at the Government-wide Procurement Strategy Committee and/or departmental Contract Review and Approval Committees. At the federal level in Canada, the Treasury Board’s Procurement Review Policy requires that all procurements in excess of $2 million be reviewed by the senior interdepartmental Procurement Strategy Committee. The RFP Review Committee Submission document has been successfully used for this purpose on numerous occasions, and has also been used at internal Contract Review and Approval Committees within individual departments/agencies. |

Deliverable 7:
|
Notice of Proposed Procurement (NPP) |
|
|
For RFPs being placed on MERX™ and/or other Canadian-based public tendering services, a Notice of Proposed Procurement (NPP) must be developed indicating the resulting Trade Agreement and other policy applications, and providing a summary of the bid opportunity for potential bidders. RFPSOLUTIONS will develop the NPP text to assist the Project Authority and/or Contract Authority in expediting this task. |

Deliverable 8:
|
RFP Report of Outcomes |
|
|
The RFP Report of Outcomes is a comprehensive written document used to record all of the processes and outcomes associated with an RFP posting and bid evaluation, and includes detailed information relating to the scores given to each proposal, together with the written rationale of the Technical Bid Evaluation Committee members for their consensus-based determinations. As it is specifically designed for these purposes, the RFP Report of Outcomes is typically used in high $-value and/or highly-competitive bidding environments where there is a greater risk of formal bid challenges, and/or a greater likelihood of potential bidder de-briefings. A customized starting-point version of the document is provided to the Technical Bid Evaluation Committee, who will use it to populate and complete the remaining identified sections of the document with their consensus-based determinations, scores and written rationale at the conclusion of the bid evaluation process. |

Deliverable 9:
|
RFP Edits & Revisions |
|
|
As required, RFPSOLUTIONS will make and incorporate a consolidated set of of Project Authority requested RFP Edits & Revisions to any and all supplied document components. Although it is not typically required, if additional document editing services are required RFPSOLUTIONS will propose a level-of-effort (and per diem rate) against which the Project Authority and/or Contract Authority may draw down on an as-needed basis. |
